create-vue is the official scaffolding tool, listed here as Create Vue. Running npm create vue@latest sets up a Vite project with optional TypeScript, Vue Router, Pinia, Vitest, an end-to-end test runner and ESLint. It replaced Vue CLI, which is in maintenance mode. Vite, the most-starred entry, is the build tool behind create-vue and Nuxt alike.

Opinionated boilerplates add architecture on top. vue-enterprise-boilerplate is a long-running, opinionated setup for larger single-page apps, vuesion targets product teams with a full set of tooling, and Vue3-SPA-starter-template wires in the router, Pinia, i18n and payments. mevn-boilerplate and Mevn-CLI pair Vue with MongoDB, Express and Node, and Extension.js builds cross-browser extensions with Vue.

Boilerplates age quickly, so check the last commit and the versions of key dependencies before starting from one. A minimal starter you understand is usually a better base than a large one you will spend time taking apart, and you can add routing, state and testing as the project needs them.
